Work search career change

I am a 32 year old female with ten years experience of recruitment and about 7 of Human Resources. I am a part qualified CIPD professional.
For the last few years I have been unhappy at work and have changed jobs numerous times but always within my field of expertise. I now need to change what I do or how I do it but I am not sure what path to follow.
I am considering a career in the police but they are not recruiting at present. I have applied to be a special so that it looks good on my CV when they do start recruiting for paid police and to find out if it is really what I want to do.
I am also toying with the idea of starting my own business offering HR advice, running workshops etc however I am not sure if this is the right path for me either.
I am looking for a lifestyle change, I have moved back to where I grew up and want to live however work opportunities are less in this location. I need a career which motivates me and excites me or I become disinterested and look for something else. I care most about people and not money but need to be stimulated mentally.
What I do must be able to make a difference to someone. This is most important to me. I have completed online careers tests etc and have more of an idea of what I don't want to do and what factors need to be present in a new job/career but not sure how to get there. I left my last position in December.
